Create a subtitle track from an uploaded WebVTT file
POST/api/v1/library/media/:id/subtitles
Parses a confirmed SUBTITLE asset of the media into a track. The new track becomes the active one of its language, with the next version number. Upload the file first: POST /api/v1/library/media/{id}/assets with mimeType text/vtt, PUT the file, then POST /api/v1/library/assets/{id}/confirm.

Your organisation's plan does not include the library. API (plan_required). It is part of the Enterprise plan and the Public API option.
The token lacks the required permission.
No media, or no asset on it, with that id.
A track was already created from this asset (subtitle_track_exists).
The asset is not a subtitle file (asset_not_subtitle), is not confirmed yet (asset_not_online), exceeds 10 MiB (file_too_large), or holds no cue (no_cues).
Rate limit exceeded. Retry after the period in the Retry-After header.
Unexpected server error.
