Make a subtitle track the active one of its language
POST/api/v1/library/subtitles/:trackId/activate
Use it when an older version is the approved one. The previously active track of the language is deactivated.

Your organisation's plan does not include the library. API (plan_required). It is part of the Enterprise plan and the Public API option.
The token lacks the required permission.
